How it drops
Divine items only drop from level 70 enemies on Inferno, from a separate roll before the normal rarity roll (the chance per settings is on the drop rates page, scaled by 30% of your Magic Find). They skip affix rolling entirely: every copy has the fixed stats above, item level 990 and no sockets.
